South Ayrshire Council with its partners in the public and voluntary sectors, wants to survey attitudes and views on public services and policy issues.

Citizens’ Panels are a way for local people to provide feedback on a range of issues and influence decision makers. The South Ayrshire Citizens’ Panel is called “South Ayrshire 1000” as it is the intention to have 1,000 members on the Panel. We have managed to recruit around 850 people who live in South Ayrshire who volunteered to http://www.south-ayrshire.gov.uk/sa1000

2023 Initiatives – all are on hold pending the outcome of the Place Planning funding.   

 

 

ROUND TABLE

· The Place Plan Fund.  Following the Community Councillor’s review of the re-vamped online survey it was highlighted that some streamlining may be needed.  It was agreed that the FHMCC Vice Chair and SAC Office Sandra McMath, would take this forward to the Place Plan Team Leader and feedback at the January meeting.  It was agreed that it would be beneficial to launch the survey in conjunction with the Kincaidston & Belmont CC.

· Grafitti at Glencairn Park which was reported in October has now been removed.  Local Residents are encouraged to report any further incidents of vandalism to Police Scotland on their 911 number.  This will ensure that the necessary people are informed and can take action.

· Questions were raised regarding the progress of the renovation of Holmston House.  Cllr Cullen offered to make enquiries and will advise at the next meeting.

· The local bus service was discussed at length.  It was agreed to advertise the MyBus service on our social media sites.

RECYCLING SATURDAY – AYR

Our Guests from this group, Lynne and Frances, gave a very informative, enthusiastic and knowledgeable  talk on what the group are about and their plans for the future.   Recycling Saturday takes place on the 1st Saturday of each month at Newton Primary School, 175A Russell Drive, Ayr, KA8 8JL from 11am till Noon.  The group take a huge variety of items for re-cycling / re-furbishing and urge us all to stop sending what we don’t want to landfill and donate to them instead.  Many of the Items donated go to support local families.

ROUND TABLE

· SAC Office Audrey Gatt provided slide show and information regarding the progress of the Place Planning.  It was noted that both FHMCC and Belmont & Kincaideston Community Councils were unable to contribute to this earlier because this project was launched at the same time as the major events which happened in Kincaidston and so we were not asked to contribute until earlier this year.  Discussions took place regarding the findings of the recent consultation and also the need to attempt to engage more Residents of Ayr East in the progression of the project.  A new consultation has been put together and both Community Councils have been asked to put forward ideas and suggestion regarding takng this forward within the community.  Volunteers from FHMCC agreed to review and advise on the current findings which will help inform what is needed going forward.  It was agreed that the volunteers would submit their feeback to Audrey within 10 days of the meeting and this will be taken forward at the November meeting.

· Grafitti at Glencairn Park was discussed. Sandra McMath will take forward and advise progress in November. It was noted that any Youth disorder should be reported to Police Scotland.

· Questions were raised regarding the progress of the renovation of Holmston House.  Cllr Cullen will make enquiries and advise at the November meeting.

· Under discusstion were the plans to alter roads entry into Ayr.  FHMCC Chair advised that there is an online consultation which the Secretary will forward to the committee.  It was also noted that a public consultation is being held in the Cutty Sark center.  The participants were urged to view the online video and completed the survey.

· Ayr Station Hotel.  It was mentioned by the Treasurer that a meeting of Surveyors was held apparently to discuss the viability of repairs however this meeting was not open to the public.

· The 20mph sign at Holmston School, Holmston Road - update (Anne).  

· Firework Control Zones.  FHMCC agreed that while controlled events are acceptable, we do not agree with shops selling fireworks.  FHMCC Chair will submit our response.

· It was also noted that the illegal sale of fireworks should be reported to SAC Trading Standards

· Forehill PS Christmas Fete.  It was agreed that FHMCC will attend and provide a gift for the Parents Council fundraising and also hold a small raffle for FHMCC.  The table will be hosted by Samantha and Anne.

· A fundraiser is planned for February 2024.  Samantha and Mary will organise.

· The annual, spooky, Halloween walk through Glencairn Park will take place on 31st October.  The walk will be from 6pm till 8pm and will feature our scary witch at her witches cauldron.  She will have a sweety for all.  We will also welcome our local resident Werewolf.  All volunteers are welcome to help set up, steward and clear up.  We will start setting up around 5.30pm

· The Halloween walk clashes with our October meeting date and it was agreed to meet on 7th November.  Anne will arrange room availability.

· SAC Officer Sandra McMath will look into supplying FHMCC with Hi-Viz vests

· Graffiti at Glencairn Park was raised by Samantha.  SAC Officer Sandra McMath will discuss this with the SAC Community Safety Group and advise further at our next meeting.

· It was noted that public waste bins in the area are overflowing.  Residents are encouraged to report any incidences of this to SAC by phone,  0300 123 0900,  or online at https://www.south-ayrshire.gov.uk/report.  FHMCC will place notices on our social media sites.

· It was noted that the road at Forehill Shopping arcade on Mt Oliphant Crescent is in need of repair.  We encourage local Residents to report any road surface concerns to Ayrshire Roads Alliance at https://www.ayrshireroadsalliance.org/Home.aspx, : 01563 503 160, enquiries@ayrshireroadsalliance.org

· Joint meeting of Ayr Community Councils to discuss the town cent,  FHMCC Chair will follow up.

· Emergency Life Support Training.  FHMCC Secretary contacted Local groups and community councils by email however the response has not been enough to take this forward.

· Holmston House update.  There is nothing new in the SAC Planning Site.  FHMCC Chair will put together a request for our three local Councillors to update us.

· It was noted that SAC Councillors rarely attend the meetings.

· It was agreed to request a change of meeting room.  Our usual room has changed it’s purpose and is no longer suitable to meet.

* FHMCC Notice Boards – David Porte advised that it is down to community councils to source and pay for their own notice boards.  SAC will install the notice boards FOC.  The FHMCC notice board on Castlehill Woods gates has been vandalised beyond repair and has been removed.  FHMCC propose a notice board for Glencairn Park and a replacement for Castlehill Woods.

* SAC Local Planning Partnership – SAC Officer advised that the local boundaries are going to change for Ayr North and Ayr South and will not affect Ayr East.

* Ayr South Locality Partnership meeting – John attended the meeting and updated the room on what the meeting covered.  Their next meeting is 13/6/23, venue TBA. Ayr Hospital – Girvan CC Zoom meeting.  The link to this zoom meeting has been circulated to the committee should they wish to join in.

* The National Play day will be held on 2/8/23.  SAC Link Officer Sandra McMath will advise if there are funding opportunities available.

* FHMCC’S May Community event in Glencairn Park was attended by several hundred local children and parents.  The sun shone, the activities went down a storm and everyone had a wonderful day.  A HUGE thank you to all our committee members and local volunteers who turned out to help.  

* Proposed dates for FHMCC funded Under Sky’s play days were accepted.  Glencairn park on 3rd August and Castlehill Woods on 4th August.  These will be booking only events and will be advertised nearer the time.

* Spar Zoom meeting – Anne will arrange dates.

* The trees planted for the Queens’ Jubilee at Kyle Academy/Queen Margaret’s Academy are thriving.

* The 20mph sign at Holmston School on Holmston Road is broken.  Anne will contact ARA to report.

* A proposal was made to create a new group formed by reps CC’s to take forward Ayr Town Center regeneration proposals.  SAC officer Tracy Whiteford took note and will discuss with Council Officers

* Funding due in from SAC for the May event will be followed up by SAC Officer Tracy Whiteford

 

* The Place Plan is a partnership plan which invites all interested local Residents to help identify community issues n our area with an end view to receiving Government funding towards our goals.

 

There is an information tool kit available(named Place Standard) in paper copy – this is a valuable tool which will help determine which areas of our community are in most need of improvement.  To request a copy, contact SAC on 0300 123 0900 and ask for the Thriving Communities office.  SAC propose to offer an online version at a later date.  

 

There will be a public consultation on the Place Plan and all interested residents and local groups in our community are welcomed along to voice their suggestions.  FHMCC will post notices on boards and on our media sites with further information.  Comm Cllr Laura McIlloney and Overmills Resident’s group members Douglas Paton and Sheena Logan will take this to their respective groups for discussion.

 

FHMCC’s proposals which we will put forward include :-   

 

* Improving paths and installing lighting in Glencairn Park

* Traffic concerns/calming including around Glencain Park and Overmills Estate

* A sensory walk created in Castlehill Woods including profiling exotic plants and trees

* Provision of a Community Hub  – one proposal already received is to build onto Forehill Library.

 

 

*The consultation is June 27th from 6.30pm till 9pm in the Rotunda building at Kyle Academy.  Refreshments will be provided.*

(FHMCC April 23 Minutes Cont)

· Traffic Concerns in the Overmills area were discussed and some suggested proposals put forward including :

o creating a car parking area in the green space near the school or creating a horseshoe system for traffic arriving/leaving the school area,

o create an exit road out of the area

o staggering class start and stop times to alleviate congestion

o discuss with Kyle Academy pupils the problems with congestion and air quality and determine if they would consider coming to school by bus or foot.  It was noted that following the effects of the Covid lockdowns, some Parents may prefer to continue to make the school run

o apply peer pressure to drivers

o Overmills Residents Association member, Douglas Paton, commented that he would support a car park to alleviate the congestion and that he would take the proposal to the local Residents group for discussion as the green space in question belongs to the Residents

o 

· Traffic and Air Quality - Brian Seditis, SAC Environmental Health Officer.

o Regarding the Overmills area, Brian suggested that peer pressure was the most effective method of deterring traffic congestion and engine idling

o EH has in the past organised patrols to monitor engine idling around local schools and has also sent Traffic Wardens to patrol the area.  These methods are only effective when patrols are in the area so not necessarily a long term solution

o Air quality is tested at the foot of Ayr High Street and the North Harbour area

o Air quality in South Ayrshire is good and below the current EU guidelines.

o Unfortunately, it is not possible to monitor the output from wood burners which are more popular during this cost-of-living crisis

o The question was raised regarding monitoring the air quality around Forehill shopping precinct.  Brian advised this will be reviewed for the future

SAC REPORT

· Cllr McGinley’s report centred on funding available under SAC’s Place Plan.   This plan will allow Communities/Community Councils to access funding for local projects.  John McGuire will take FHMCCs interests forward with SAC and will also liaise with Cllr Cullen regarding what funding, if any, is currently in place for improvements to our local area.

· Ayr Hospital – Girvan CC have reached out to all CC’s to join a Zoom meeting to discuss Ayr Hospital.  They will provide further information on this.

· Traffic Concerns in FHM – it was agreed that this will be a project for the coming year.   Concerns voiced cover speed limits, air pollution and traffic congestion.  Is there a need for  another access road at Kyle academy.  There are times when traffic congestion would block emergency vehicles.  Would zig zags be of help?  It was suggested a sub committee should be formed to take this forward and should include local residents, FHMCC member(s), Police Scotland, representatives from local schools, Ayrshire Roads Alliance, SAC Councillors.  John and Anne will take this forward to contact and arrange a meeting with people from the above groups.  Also noted was that a member of Environment Health will visit our April meeting to discuss air pollution in the area.

ROUND TABLE

· A new notice board has been installed on the wall of the Spar supermarket at Hillfoot Shops.  Spar have offered to pay for the notice  board.  Treasurer Dougie Smith will follow this up.

· Comm Cllr Samantha Laidlaw has been approached by local residents expressing concerns about the blind spots at the top of Clarenden Place leading on to Hillfoot Road.  Samantha contacted ARA to request the installation of mirrors on the lamppost directly opposite the top of Clarendon Place however they are not able to assist.  This outcome has been deferred to our April meeting.

· Stagecoach petition – Cllr McGinley/Mary Elliot - deferred till April

· 7th May Community event at Glencairn Park.  An application for funding has been successful and we have been awarded £1250 to fund a children’s bank holiday fun afternoon.  Planning for the event is underway and a further update will be made at the April meeting.

· Visiting local residents voiced their concerns regarding the proposed Holmston Farm Energy Storage Project.   Some concerns raised included air and noise pollution and damage to the environment.  The Resident’s are concerned that there was no local consultation and that the only consultation carried out was with Dobbies.  It was suggested to Resident’s who had not already done so, to submit an objection to SAC when they went home as 28/3 was the cut-off for this.  As this is out-with our area, it was also suggested that Residents contact the local SAC Cllrs for the Coylton Area, William Grant, Brian Connolly and Iain Campbell.  Anne will contact Coylton CC and one of Coylton’s local groups to advise concerns raised at this meeting.

· It was agreed to donate £100 to the Knit and Natter group who meet locally in Forehill Library.  The group knit for local charities and Ayrshire neo natal wards.  The donation is to cover the cost of buying wool, and also to help treat our local group to an afternoon tea to be held in the library.

SAC Cllr’s :   Councillor McGinley mentioned the forthcoming SAC Budget which is due to be Report  published 1st March and implemented 1st April.  Along with the budget, a new   

Council Strategy for the future will also be discussed.

As well as the usual spend on Council Services, (Education, Social Work, Refuse, Grounds Maintenance etc). mention was made of a project to illuminate the bridges of Ayr to mark the Coronation.  It is planned for the lights to remain and to be used for public events.  Also possibly included in the budge is a large spend on local public golf clubs

Renovation at the foot of the High Street – The Cutty Sark renovation – continues. As well as attracting people to the town it’s hoped to be used for a variety of events

Cllr McGinley mentioned there may be funding available to enhance

the pathways along the river Ayr. FHMCC will look into this further.

The development of the Arran Mall and the condition of the Station Hotel was touched on. There are no updates for either of these areas at present.

A revised plan for traffic for the town centre is under discussion and also improving the arterial routes into the town and looking at directions and street signage,  Comm Cllr Mary Elliot suggested a bus service to run from the town centre to the Esplanade.

Following FHMCC concerns voiced by Comm Cllr Laura McIlloney regarding the cost of living crisis and the depravation this is bringing to families, it was agreed that FHMCC would examine the proposed budget and if items of concern are found, to object in writing to SAC, if necessary.

Transmission Town Ayr to Local Zero with Biosphere Footsteps towards Sustainable Living - Guest Rosemary Matheson

 

FHMCC were pleased to welcome Forehill Resident Rosemary (Ro) who discussed how FHMCC might help bring about positive change to the environment.   Rosemary’s vision for Ayr is to make the town a Transmission town, eg moving from diesel to sustainable methods.  Rosemary’s concerns are far reaching and she is keen to make a start in our own area of FHM.  Rosemary’s concerns include air pollution, traffic congestion, road safety, safer bus stops to name a few. FHMCC have included traffic concerns in our projects for 2023 and will be taking this forward over the coming months.

We will also contact the relevant people to ask if its possible to install an air pollution testing station at Forehill Shopping Arcade and invite the relevant SAC Officer to a future meeting to discuss, in general, what is being done to improve air quality in general in South Ayrshire.

· Notice Boards are being sourced for Hillfoot Road, Castlehill Woods front gate, Glencairn Park.  Comm Cllr Dougie Smith will take this forward and report in March.

· Traffic speeds in the area.  Cllr McGinley advised that traffic speeds have recently been monitored in the area with no evidence found which would suggest speed limits need to be changed.  It was agreed round table and by all that some roads in FHM would benefit from reducing to 20 mph.  FHMCC will contact SAC to voice our concerns.

·      Comm Cllr Samantha Laidlaw has been approached by local residents expressing concerns about the blind spots at the top of Clarenden Place leading on to Hillfoot Road.  Samantha contacted ARA to request the installation of mirrors on the lamppost directly opposite the top of Clarendon Place however they are not able to assist.  Samantha will take this to SAC planning and will report back at the March meeting.

SOUTH AYRSHIRE BEFRIENDING PROJECT – Lorna Mitchell

· Laura gave a very interesting and informative presentation on the work of the South Ayrshire Befriending Project.  She spoke of the importance of this project to young people in the South Ayrshire who benefit greatly from this service.

South Ayrshire Befrending Projecte Cont.

· The project is run by full time staff members but the reliance for its success is based on the time donated by volunteers who offer 2 to 3 hours per fortnight to spend time with young people.  Volunteers come from all ages and backgrounds and the project would be unable to carry on without them.

· Client referrals to the Befriending project are increasing and the project is asking South Ayrshire residents to consider volunteering to help with the increased demand

· Activities range from fun projects and activities on a one-to-one basis and educational group outings to – for example – Dumfries House.

· The project runs throughout South Ayrshire and volunteers are welcome and needed in each area.

· FHMCC Vice Chair reported on a recent meeting held at the County Buildings between local Community Councillor Chairs and Vice Chairs and South Ayrshire Councillors.  The meeting was to discuss the proposed development of a new plan for a SAC corporate leadership team.  Also under discussion was how to improve communications between SAC and Community Councils and other groups. In the near future, plans are underway to light Ayr’s bridges to celebrate the coronation and improve the lighting for the Town Hall.  The question was also raised about SAC Cllrs attendance at CC meetings.  These are not enforceable.

· The Vice-Chair and Treasurer reported on their visit to the recent consultation regarding the proposed Corton builds.

· It was proposed that FHMCC consider donating a new play item in Glencairn park play area for both able and less able bodied children and if SAC would assist in any way, eg maintain the equipment.  Cllr Cullen will bring SAC’s views to the next meeting.
