Secretary's report :  A letter of thanks was received from the Kincaidston Community Centre Committee               for the FHMCC donation following recent events in Kincaidston.  

Treasurer's report :  The Treasurer discussed the current financial report and incomings and outgoings.

FHMCC 2021 Projects Update

· Castlehill Woods Play area update,  The children’s climbing frame and swings were damaged beyond repair and had to be removed for health and safety reasons.  It’s planned to install an interactive play area and new paths will be laid.  A wild flower meadow will be planted in the spring of 2022.

· Litter/Environment.  FHMCC Members have planted 2000 Spring Bulbs in the grassy areas at Glenriddel Road, Shaven Brae, adjacent to Forehill Primary school and where Caledonia Road meets Glencairn Road.   Many thanks to two sterling local lads, Justin and Steven for their help with the planting.   Two trees have been delivered for the plant a tree initiative and they will be stored securely until planting at Kyle and QM Academies in the spring,

· Annual fundraising has been deferred until the Spring of 2022.  

Round Table

· Local Governance Review (CC’s handbook).   Anne will contact SAC re an update on our new SAC Link Officer.

· New notice board for Forehill Shopping Arcade.  Thanks to Dougie for installing the new notice board  and to Samantha for organising the purchase.  The notice board at Castlehill Woods will remain meantime.  The Holmston Primary notice board was beyond repair and has been removed.

· Glencairn Park.  Solar lampposts for the centre pathway are being costed. Work on the Mugga has been completed.

· The pumpkin walk was a huge success.  An estimated 600 plus fantastic Guysers and their Maws and Paws enjoyed the pumpkin lit walk, complete with monsters, werewolves, witches and spooky music.  Everyone was given a treat from the witches cauldron in the centre of the park.  Thanks to local Residents Mary, Don, Damian, Sam, Lynn and Kim for all of their help.  We couldn’t have done it without you.  And a special thanks to the pupils and teachers at Forehill Early Years and Holmston Primary School for their fantastic pumpkin carvings.

· Kyle Academy Beach Volleyball Park Installation. The park will be used for other activities eg hand ball, beach rugby, beach volleyball etc and will be used all year round.

Round Table (Cont)

· The Sardg meeting re the proposed new builds near Dobbies is being finalised.  The venue is booked for 7^th December at Belmont Academy Assembly hall and the meeting will run from 7pm till 8pm.  Invitations have been sent out.

AOB

· A general discussion took place regarding the Citadel versus the proposed new baths at the Arran Mall.  Concerns raised included that there would not be the same facilities available to the general public and that certain activities had already been moved to North Ayr.  Questions were raised regarding the potential cost of refurbishing the Citadel.  Parking was also mentioned with the comment that the Citadel has free parking. Cllr Cullen replied to all points raised and commented on the carbon neutral target date.

· The new police station will be sited at Newton House in Ayr.

· A question was raised regarding the old Burns House site and what plans are in place for the site.  At present it will remain as is.

· It was noted that traffic measurements are underway in the main roads into Ayr.

· FHMCC will be in recess in December.

FHMCC 2021 Projects Update

· Castlehill Woods update deferred due to Cllr Chris Cullen’s ongoing support to the Residents and Emergency Services Personnel at Kincaidston.

· Litter/Environment.  Spring Bulbs.  Anne will follow up.   Plant a tree initiative.  Due to problems with transportation it was suggested that FHMCC purchase two small trees – one each for Kyle and Queen Margaret Academies.  Bill will update in November.

· Annual fundraising has been deferred until the Spring of 2022.  The Arnold Clark Community Fund has been suspended for Community Council’s until further notice.

Round Table

· Local Governance Review (CC’s handbook).  Deferred until our new SAC Link Officer is in place.

· New notice board for Forehill Shopping Arcade.  The notice board has been purchased.  Dougie and John will install.

· Glencairn Park.  It was mentioned that there was some standing water in the new Mugga however this was a minimal amount.  Costings to widen the pathways is underway.  ARA are considering the installation of three solar lampposts in the centre pathway through the park between Glencairn Road and Cunningham Crescent.

· The pumpkin walk set up will begin a 5pm with the walk scheduled from 6pm to 7:30pm.  A request for volunteers to help on the night was made.

· Kyle Academy Beach Volleyball Park Installation.  We have advertised this proposal on our website and facebook pages and have contacted a local neighbourhood group in the Overmills area to advise that funding has been sourced for this proposal.

Proposed Builds at Holmston Old Toll

FHMCC welcomed a group of local Residents from Ayr East and Coylton areas who wished to discuss the proposed builds at Holmston Old Toll. Group spokesperson David Kavanagh voiced their concerns regarding the infrastructure required for these builds and the impact on, amongst other things, overcrowding of the local health service and schools, the increase in the volume of traffic for the area, the water/sewerage services and the effect on the peaceful environment, including the Garden of Remembrance at the Ayr Crematorium.  Concerns were raised at a proposed underpass between the east and west sides of the A77 into the Cloverhill area of Masonhill.  

Also mentioned were the proposed 250 new builds near Ayr Hospital, the new builds proposed at Corton, and the proposed travellers encampment in the same general area.

Archived meetings held to discuss older builds circa 2001 / 2013 were commented on however none of the group had any further information on these meetings which would have enabled them to search for minutes and outcomes.

Queries were also raised regarding greenfield and brownfield sites in both areas.  Further information on these can be found on the council website, https://www.south-ayrshire.gov.uk/  Type brownfield sites into the searchbox and press enter, then the same for greenfield sites.

FHMCC Planning Officer contacted planning in advance to raise road infrastructure concerns and is awaiting their response.

Mention was made of the Local Development Plan.  This, and much more information, can be found on the SAC website at https://www.south-ayrshire.gov.uk/search?q=local+development+plan.

FHMCC Chair read out a note of interest from Annbank & Coylton CC and asked those guests from that area to contact them, and their SAC Cllrs William Grant, Brian Connolly and Ian Campbell direct to voice their concerns.  FHMCC will also contact Annbank & Coylton CC with an update on tonight’s meeting.

FHMCC Chair asked members of the group from Ayr East to consider joining FHM Community Council.  

In summation, FHMCC Chair suggested a meeting on 7^th December for all interested parties to attend and discuss the proposed builds.  FHMCC will help organise this meeting and send communications out in due course.

· ARA letter asking if FHMCC will grit our own roads/pavements was discussed.  The Community Council does not have the means to carry out gritting in Ayr East.  We are aware that there are grit bins throughout the area and that many neighbours will help neighbours.  

· Xmas donations/gift giving was agreed as follows, £50 donation to the Parents Associations of the three primary schools in the catchment area and to Southcraig school.  The annual Christmas presents to Orchard House and Hamilton Court Residents and gifts of £20 to each of five lucky winners in our area.  The winners will be chosen randomly using a post code lottery style pick.

· Some paving needs have been identified at Glencairn Park at the area leading from the grass to the dog waste bin at the corner of Cunningham Crescent and Glencairn Road.

· Halloween Pumpkin Walk.  It was agreed that this will go ahead this year.

AOB

· CCTV cameras are being removed from Ayr High Street.  FHMCC disagree strongly with this action.

· Road markings in our area are poor, especially around busy junctions.

· Request updates on the CCTV removal from Ayr High Street, Holmston House, Ayr Station Hotel and the area at the bottom of the High Street from one or all of our local Councillors for our October meeting.

· Plant a tree for the Queens Jubilee.  This was agreed and will be taken forward by Bill White.

· FHMCC would like to thank outgoing SAC Link Officer Chris Campbell for all of his invaluable support, help and advice he unfailingly gave to the community council over the years and wish him all the best for the future.  We look forward to meeting our new SAC Link Officer.

· Funds remain the same as April at £3600.  Auditing costs are £30.00.   

FHMCC 2021 Projects Update

· Castlehill Woods.  Discussions are ongoing between FHMCC (John McGuire) and Cllr Chris Cullen regarding the proposed new adult outdoor gym and the children’s play area in the woods.  A proposed audit of the children’s play equipment was discussed.  Local Resident Steven Mackie asked why the children’s playpark appeared to have been downgraded in the past and it was explained some equipment had to be removed because of wear and tear making it unsafe.

· A litter pick in the area will be considered later in the year.  If any local Residents would like to litter pick their own street (or part of it) FHMCC can loan litter pickers, bags, and gloves.  Please email secretary@fhmcc.org.uk for further information on this or reply to our notice on our facebook/website pages.

· Fundraising – The raffle to be held later in the year was discussed.  Samantha will take this forward nearer the time.  The Arnold Clark Funding opportunity will be explored further by Anne who will report back in June.

· A treasure hunt in Castlehill Woods was discussed and has been deferred until restrictions have lifted further.

· Local Governance Review (CC’s handbook).  Paper copy not yet available.   Going forward, Cllr. Cullen will update its progress.

· Painted Dog Fouling signs on the pavements.  It was mentioned that these need to be repainted.  Community Councillors are asked to email secretary@fhmcc.org.uk with their lists of these areas.

· Glencairn Park.  Work on the Mugga upgrade has begun and resurfacing should be underway within the next fortnight.  A feasibility study is underway regarding improving the paths in the park.  Cllr Cullen will report back on this in June.

· 2022 Bulb planting.  John will take this forward with SAC including if any bulbs are available for uplift now.

· Anti-Social behaviour at Glencairn park.  If anyone has concerns regarding this at any local location please report it to Police Scotland on 101.  This will allow data collection to begin which in turn will inform if/what action is required.

· It was noted that a local shop owner has sadly passed away.  Anne will extend our condolences.

· Funds remain the same as March at £3600.  Under discussion was the upcoming audit of CC books.  Chris Campbell will advise at the May meeting if SAC funding this year will be a full funding or a top-up

FHMCC 2021 Projects Update

· Castlehill Woods.  The Park Rangers are still not allowed to meet face-2-face.  The possibility of using Apps to identify flora and fauna in the woods is under review.  SAC has proposals to install an adult gym area in the woods using, in part, the equipment from Glencairn Park.  This will involve removing the children’s play area.  FHMCC will formally raise an objection to the removal of the play area and this will be taken forward by John with SAC.  SAC is discussing the renovation of one of the paths in the woods.

· A litter pick in the area will be considered later in the year.

· Fundraising – Samantha updated the meeting regarding a local online raffle.  This is a work in progress and will be taken forward to the May meeting.

Round Table

· A treasure hunt in Castlehill Woods later in the year as restrictions lift was discussed and John will bring this forward to the May meeting.

· Local Governance Review (CC’s handbook).  This is a lengthy but comprehensive document which is awaiting ratification by SAC.  John will request a paper copy of the unratified document as this will be easier to review.

(FHMCC Round Table Cont. April 2021)

· Glencairn Park.  There is funding available for upgrading the paths at Glencairn Park. FHMCC require a copy of the plans for this as they will be needed to help the CC to attempt to fund match the SAC spend which will be used to enhance the park even further. The question was asked if local Residents would be consulted prior to work being carried out and there may be a short online survey nearer the time.  There is a burst pipe in the park.  Repairs to this are being looked at.

· Street Lighting.  Ayrshire Roads Alliance visited the area and looked at Leslie Crescent and Mt Oliphant Crescent.  Lights out in Castlehill Road were repaired.  If any local Residents are concerned about the street lights in their area they should contact ARA direct on  01563 503 160

· Dog Fouling.  Many local residents have expressed concerns about the amount of dog fouling in the area.  The Committee discussed this problem and the decision was made to lead an initiative in an  effort to deter this from happening in our area.  Please watch our facebook and website pages for more on this campaign.

· Funding.  There is a funding package available from Arnold Clark which will be looked in to.

· Conflicts of Interest reports process was reviewed.

· Holmston House.  No update is currently available on work being carried out in Holmston House

· Zoom.  It was agreed to pay for Zoom meetings until we can meet face-2-face.

UNDER DISCUSSION  

· Treasurer.  Our email account is moving from Go Daddy to Microsoft at an extra cost of £3 per month.   Cheques for Christmas Donations have been cashed apart from Southcraig School.  FHMCC have used £100 of raised funds which will be re-claimed from the SAC Admin Grant.  Annual audits will no longer be carried out by SAC.  Dougie will follow up and advise at the April meeting. FHMCC have £3600 total raised funds some of which are ring-fenced.  The annual Zurich insurance payment of £80 has been made.  The £60 per year Data Security admin cost will be paid for from the grant funds.

· Castlehill Estate.  Discussions continued regarding asking the Park Rangers to provide  guided walks around the Estate.  At present they are not allowed to engage face-to-face with the public.  Chris Campbell will provide updates on this at future meetings.     Also discussed was the use of Apps such as What Three Words to help walkers identify trees, flora and fauna. John and Chris will take this forward.  The new path FHMCC made in the woods is being enjoyed not only by walkers and dog walkers but by youths on mountain bikes.

· Spring bulbs for 2022.  John will contact Fiona Ross to discuss options

· ZOOM meetings.  It was agreed to continue with Zoom meetings until summer recess.

· South Ayrshire Council CC Handbook (the Blue Book). A copy has been emailed to Community Councillors for review and discussion at the next meeting.

· Future Funding.  Suggestions included our usual annual fundraiser.  This will be reviewed in line with restrictions; an online raffle which Samantha will look at; an outdoor event in August. Chris Campbell reminded the meeting that even if some restrictions are lifted by August there may still be a need for social distancing which will restrict what kind of event this will be.  

· Street Lighting.  The CC has received comments from several local residents about the dull, dark streetlights.  Concerns have been raised that this may encourage house breaking. Mary will follow this up and advise at the April meeting,

· Holmston House.  Anne will ask our Planning Officer Bill White for an update on the works being carried out at Holmston House.

· Opening up our CC meetings.  Chris Campbell mentioned that our meetings should now be made available to local residents. We shall do this view our website and facebook pages and by posting minutes on our noticeboard at Forehill Library.

· BE AWARE - LOCAL RESIDENTS ARE ADVISED TO BE AWARE OF CHALK MARKS APPEARING OUTSIDE THEIR HOMES.   Concerns have been raised to FHMCC that these marks are to identify homes with dogs, or which appear empty etc.
