South Ayrshire Council with its partners in the public and voluntary sectors, wants to survey attitudes and views on public services and policy issues.

Citizens’ Panels are a way for local people to provide feedback on a range of issues and influence decision makers. The South Ayrshire Citizens’ Panel is called “South Ayrshire 1000” as it is the intention to have 1,000 members on the Panel. Police Scotland Report Compared to the same time last year:-

 

         Housebreaking is down however motor vehicle crime, drug offences, assault, breach of the peace and drinking driving have all increased marginally. Detection rates remain high for these types of crime.

        The levels of reported crimes remain low and is positive overall.

        Increased patrols have been arranged in the lead up to the Christmas and New Year.

        Police Scotland remind you to secure your homes and outbuildings and not to leave any items visible in your cars. If you see anything suspicious, contact them by calling 101 (999 for emergencies only).

 

Children's Houses

 

        Fiona MacDonald advised that there are two children's houses in the area, in Cunningham Place and Glenriddel Road. If Residents have concerns about activities in the houses, you can contact Fiona on 0300 123 0900. For any minor concerns, Residents can visit either of the houses and talk directly to staff.

 

Secretary's report

 

        Correspondence sent to Forehill Bowling Club to book the clubhouse for 13th April.

        Contact made with the private land owner of land in Castlehill Woods.

        Information regarding the AED has been posted to Orchard House.

        Numbers are confirmed for the Orchard House Christmas gifts.

        All other correspondence has been forwarded to members, posted online or included in the agenda.

 

Treasurer's report

        The Treasurer reported on receipts and expenditures since our last meeting.

        The remainder of the SAC Grant has been received.

        FHMCC Signatories are confirmed as the Treasurer, Chair and Secretary.

        At present total funds stand at £1318.65.

 

FHMCC 2017 Projects Update

        FHMCC website. Brian Wotherspoon will review the website and will advise at the January meeting.

 

        Castlehill Estate Pathways.John confirmed that the Phase II project specification is underway after which costing can begin. The private landowner has given his permission for the pathway to be routed through his parcel of land. Kenny Dalrymple advised that SAC planned maintenance will continue and that he will continue to support the community council with this project. Cllr Cullen mentioned potential extra manpower to clear the undergrowth.

 

FHMCC Minutes (cont)

 

        Litter/Environment. No issues have been formally raised to the community council. Kenny Dalrymple reported on the recent SAC litter audit in the Overmills/Masonhill area. The SAC Litter Enforcement Officer has contacted Kyle Academy to discuss the ongoing situation. Link Officer Chris Campbell will be asked to consider a rewards system for Kyle pupils. The problem of dog fouling near Forehill shopping precinct was discussed. Kenny will arrange an inspection of the area. The Energy Agency has won another award in London in recognition of their work in energy saving.

 

        Kyle Cycle Track. Update in January.

 

Round Table Updates

 

        ARA Cycle Path. The info leaflet has been posted on the FHMCC media outlets and will be hand delivered to houses nearest the proposed routes and posted at local shops as soon as possible. Other interested parties, eg cycle groups, will be invited to a meeting with the FHMCC cycle path group to discuss the proposed routes. It was agreed that at the February 2018 meeting, the cycle path will be the only agenda item and that Sustrans and ARA will be invited along to discuss progress.

 

        Glencairn Park. Brian Heddle advised that SAC have received one estimate and are awaiting a further two estimates to carry out work in the park. Kenny Dalrymple informed the room that there is no funding available for immediate remedial work to the park. It was agreed that Glencairn Park could be considered as a future FHMCC project when the work at Castlehill Woods pathways has been complete.

 

        Forehill Shops Parking. Work has begun on resurfacing and lowering kerbs.

 

        Safety Railings on Holmston Road. Deferred until January 2018.

 

        Fundraising. There is no planned fundraising until 2018. In the new year our fabulous fundraisers plan on visiting local events to raise our profile.

        Flooding on Dalmellington Road. Cllr Brian McGinley has contacted ARA. Flooding issues can be reported to the Ayrshire Roads Alliance ( ARA ) on 0300 123 0900 or online at https://www.ayrshireroadsalliance.org/contact-us/Contact-details.aspx

        Street lighting failure. This should also be report to ARA using the above contact details.

        SAC Local Plan 2. South Ayrshire Council invite local residents to a consultation. Dates include 4th December from 1pm till 3.30 at the Wallace Tower, Ayr High Street, and 12th December, 5pm to 7pm, Ayr Academy, University Avenue, Ayr.         GREEN GYM. A green gym is held every Wednesday at Ayr/Ailsa Hospitals from 10am till 1pm. This is a free activity with emphasis on health and fitness and is outdoor based. To find out more, view their information on our website at http://fhmcc.org.uk/events.php or phone 01292 885946.

        Kyle Academy & Ayr Academy. The original plan to have a joint head has been changed. Recruitment is now underway for head teachers for each school.

        Cllr Brian McGinley mentioned SAC's five-year plan for Ayr Town Centre.

        South Ayrshire Council meets on 4th December when their budget will be on the agenda.

        All other correspondence has been forwarded to members or included in the agenda.

Treasurer's report

 

        The Treasurer reported on receipts and expenditures since our last meeting.

        The remaining SAC grant is expected to be issued to the community council soon,

        At present the bank statement shows £641.39 in credit.

 

FHMCC 2016/17 Projects Update

 

        FHMCC website/FB. The website reports over a thousand visitors during the last 12 months. The Facebook page, between 16th Oct and 20th Oct, had 552 likes and a total reach of 864.

        Castlehill Estate Pathways. Phase 1, the survey, has been concluded and the results collated and circulated to the committee. Guest Kenny Dalrymple of SAC talked about the council's planned maintenance for the area. Kenny suggested a site meeting with Fiona Ross of SAC and recommended this be arranged for the immediate future. Con Brennan, Secretary of Belmont & Kincaidston Community Council joined the discussion to speak of the residents of the other half of Ayr East's use and involvement with Castlehill Estate.

         Litter/Environment. No issues have been formally raised to the community council. The problem of litter around Kyle Academy was discussed. Kenny Dalrymple will make enquiries about the results of a recent SAC litter audit in the area and will advise on this at our November meeting. Con Brennan informed about work being carried out by pupils of Belmont Academy regarding litter picking in the area.

        Kyle Cycle Track. A check of the cycle track will be carried out before winter sets in.

 

Round Table Updates

 

        AED. The defibrillator has been installed on the external wall of Forehill Library and is available to the public 24 hours a day. Information has been posted on our notice boards, website and facebook page and the Ayrshire Post have visited for pictures. Access to the box is via a 999 call. In the event of this not being possible for some reason, Forehill Library, Forehill Pharmacy and Forehill Spar shop have a note of the access code for the Defib box, available during their opening times. We thank the South Ayr Decides Team, The Craig Hodgkinson Memorial Trust, SAC and Forehill Library for their support. This agenda item is now closed.

 

Forehill Bowling Club have asked us to make known that they also have an AED situated inside the clubhouse and they are happy to make this available to local residents if needed. This will be during club opening times only.

        Energy Agency. Discussions are ongoing regarding the installation of a hydro-electric turbine on the River Ayr opposite Ayrshire College.

        ARA Cycle Path. The breakout cycle path group circulated their proposed public information leaflet and advised on the latest information from ARA. It was agreed that the publication of the leaflet would be advanced and that a fuller discussion on this project should be held with the Ayr East SAC Councillors as soon as possible.

 

        Glencairn Park. Local resident Brian Heddle provided an update on his latest meeting and correspondence with SAC regarding the upkeep of Glencairn Park. SAC are looking at estimates to carry out remedial work and Brian will bring any response from them to the November meeting.

 

        Forehill Shops Parking. Cllr Cullen will report at our November meeting.

 

        Fundraising. Over £700 was raised at the recent Sally Buxton night at Forehill Bowling Club. Thanks to our fundraising ladies, Forehill Bowling Club, Forehill & Masonhill Spar shops and the shops along Forehill shopping arcade for their donations to our fundraisers. All of our raised funds are used within our community to further community projects, eg. the upkeep of the AED machine, donations to local groups, our annual Christmas gifts to Orchard House etc. Residents of Ayr East who are holding a local fundraising event for a local group or a charity, eg. The Ayrshire Hospice, can make representation to the community council for a small donation by emailing secretary@fhmcc.org.uk or by texting 07935 169 749.

        Forehill Library is hosting a talk about world war I in the library on Wednesday 8th November from 2.30pm to 4pm. This has been raised as an event on the community council facebook page to reach as many people as possible. Everyone is welcome to attend.

        It was agreed to make amendments to the community council signatories who are now the Chair, Treasurer and Secretary.

Police Report:

 

         Comparing local offences for July and August 2017 to the same period in 2016, there was a slight increase in drink driving, vehicle crime offences and assaults and a decrease in breaches of the peace.

         Levels of reported crime remain quite low and detection rates are high.

         High Viz traffic patrols will continue.

         Police Scotland will email information regarding parking at Forehill Shops to the FHMCC Secretary.

         Noisy neighbours can be reported to the police by phone to 101 (999 for emergencies) and can also be reported to SAC's Anti-Social Behaviour office on 0300 123 0900.

Secretary's report

 

         Chris Cullen replied to our enquiry regarding further council funding. It is very unlikely that a decision on this will be reached until the next SAC budget in 2018.

         An Email has been sent to SAC regarding our annual council grant.

         Incoming correspondence was forwarded to the committee by email or included within the agenda items.

 

Treasurer's report

 

         SAC has agreed to pay the full grant for 2017 / 2018, less a small amount.

         £156 paid out for school environmental awards trophies and £56 to website.

         Current combined funds (SAC grant and raised funds) stand at £1214.33.

         FHMCC website/FB. A report on site visitors will be made available at the September meeting.

         Castlehill Estate Pathways. The survey is now closed. John will collate the results and report back in October. Ian McPherson will contact Fiona Ross at SAC re their planned maintenance of the woods.

         Litter/Environment. Eileen reported that the Overmills Residents Association's planned summer litter pick of the Overmills area was cancelled due to severe weather conditions but will be re-scheduled. A tree in a dangerous condition will be reported to SAC by Brian Wotherspoon.

         Kyle Cycle Track. Work has been carried out to clear the cycle track and pathway.

 

Round Table Updates

 

         AED. SAC council have agreed to pay for the installation and running costs of the AED housing unit which will be situated on the external wall of Forehill Library.

 

         Energy Agency. Bill attended the first board meeting on 7th September. SAC has agreed to continue their support of the Energy Agency and was represented at the meeting by three SAC Councillors. The program of future energy saving work on housing was accepted and a proposal for a hydro-electric turbine on the River Ayr opposite Ayrshire College was discussed. This project was accepted in principle.

         Cycle Path. Correspondence from ARA / Sustrans appears to indicate that their estimated time scale for the construction of the new cycle path has shortened considerably. FHMCC's break-out group agreed to meet asap to discuss the proposals.

 

         Stagecoach Proposed Bus Route Changes. The Community Council's petition was successful in altering the planned change of routes and times of the local bus service. The service will continue using bus number 1 running every half hour. This item is now closed.

 

         Glencairn Park. Cllr Cullen and Mike Newall, Head of SAC Neighbourhood Services paid a site visit. Contact was made with SAC's Fiona Ross to discuss the drainage of the park and the upkeep of the pathways. Cllr. Cullen will update on this in October.

 

         Forehill Shops Parking. Cllr Cullen and Mike Newall also visited the Forehill shopping precinct. Pollock Williamson have suggested that a loading bay would help. It was discussed at the meeting that the bus stop could be moved closer to Orchard House and existing parking spaces re-painted. A proposal will be put to ARA by Cllr Cullen.

 

         Fundraising. A profit of £46 was made from our table at the Forehill Primary Parents Council Fete. FHMCC would like to congratulate the Parents Council on another successful night. The Sally Buxton fundraiser at Forehill Bowling Club will be held on 13th October and is a sell out. All raffle prizes have been given by friends and family and by Spar, Pollock Williamson Butchers, Stobbs the Bakers, the Keystores and Body Piercing by Esther. A big thanks to everyone who donated and to our Community Councillors, Samantha, Sarah and Mary for managing the fund raising.

         The commissioned steel box was brought to the meeting. It was decided that the box will not be fit for purpose. Anne will contact the company to discuss this and the £240 invoice.

        Comparing local offences for this period with the same period last year shows that crime figures are down with the exception of assaults which increased from 3 to 5.

        Reports of an abandoned car in the Overmills area was discussed. Eileen Alexander will report this car to South Ayrshire Council.

Ayrshire Roads Alliance and Sustrans Cycle Path Presentation

 

         Plans were viewed and discussed regarding four options to create a safe cycle path from Ayr's Holmston Road across the A77 to the Coylton footpath. It was noted that there will be no further work carried out on Holmston Road. A project team was formed by community councillors to examine the four options and select two for further investigation. There is no time scale for these works at present.

         The FHMCC project team is Ian McPherson, Dougie Smith, Brian Wotherspoon and Eileen Alexander.

         A bridge crossing from Ayr to the Coylton side of the A77 features in the plans but again, there is no time scale for this work to be carried out.

         A query regarding this year's grant is underway.

FHMCC 2016/17 Projects Update

 

         FHMCC website/FB. Re-design of the website not underway yet.

         Castlehill Estate Pathways. Creation of the survey is completed and the project is moving forward to the next phase which is contacting local people regarding their use of the paths.

        Litter/Environment - Eileen Alexander reported that local residents of the Overmills area carried out a litter pick of refuse from the gully, filling 19 bags with another pick up planned when the school closes for summer at the end of June. Community Councillors have trimmed back overgrowth of vegetation from the footpath at Castlehill Road (this item is now closed).

        Kyle Cycle Track - Work is ongoing to the upkeep of the cycle track.

 

Round Table Updates

 

         AED update. The training has been carried out. We are currently awaiting feedback from South Ayrshire Council regarding the placement of the AED. It was suggested we might ask a local group to contribute to the installation costs of the AED. Ian McPherson will make enquiries.

         Energy Agency. Bill brought along a calendar designed by local schoolchildren as part of an Energy Agency initiative. He advised that the Energy Agency may contact us regarding the proposed Golf Academy at Seafield.

         A request for a safe pubic walkway from Ayr to Dobbies was discussed during the cycle lane presentation.

         Road safety around Holmston Primary has been carried out by South Ayrshire Council

         Glencairn Park. Brian Heddle met with Mary Kilpatrick at the park and will update in September.

         Stagecoach proposed bus route changes. Mary and Sarah will draft a list of alternatives to the proposed Stagecoach route changes and will forward this to Anne.

        Anne will email local councillors with an enquiry about the release of a percentage of council funds to community councils.

         Progress of the change of use of Ayr Academy will be followed up by John.

         FHMCC Chair John McGuire was recently invited to attend the Kirkin' O' the Council at St John the Baptist Church and the County Buildings. John was impressed to note that this was attended by all denominations.

         Dougie proposed Brian Heddle to be co-opted on to the community council. Anne will arrange for the necessary adverts and paperwork before the September meeting.

Police Report

 

         The ward priorities for Ayr East are Violence & Antisocial Behaviour, Drug Dealing/Misuse, Dishonesty, Housebreaking, Theft, and Road Safety. Incidents of crime are down from the same time last year with the exception of 5 assaults compared to 3 in 2016.

        During a round table discussion on Road Safety at the Forehill Shops Arcade the Officers offered to speak to the Spar & Butcher shop managers regarding delivery truck parking and report back at the June meeting.

A77 Action Group Presentation

 

         John Campbell and Donald McHarrie gave a compelling presentation regarding their group's efforts to engage with the Scottish Government and Community Councils to effect change along the A77. Their proposals include a dual carriageway from Whitletts roundabout to Cairn Ryan a by-pass for Maybole. FHMCC Chair John McGuire proposed that the community council endorse these proposals. The motion was seconded by Ian McPherson. The Community Council will use our online media to promote the A77 action group's petition.

FHMCC 2016/17 Projects Update

 

         FHMCC website/FB. Re-design of the website not yet actioned.

        Castlehill Estate Pathways - the survey ready for publication however Brian Wotherspoon suggested an addition which John will consider and amend the survey as needed. Ian McPherson will organise the paper copy hand-outs to current users of the pathways. Anne will make enquiries regarding the SAC 1% of budget initiative.

        Litter/Environment - Bill reports an improvement due to members of the public being more aware of this problem.

         Kyle Cycle Track - Chris Campbell is on annual leave.

 

Round Table Updates

 

         FHMCC environmental award project is completed. All plaques delivered and thanks given from the four participating schools. This agenda item is now closed.

        Anne emailed SAC Cleansing and Parks departments to request the service dates for the bins in Kyle Academy and the Cycle Path - SAC response passed to Bill White

         The hazardous condition of the footpaths at Forehill Shops which has been reported to the Ayrshire Roads Alliance and the safety concerns voiced about Holmston Road following the recent fatality; update from Chris Campbell re the invitation to the Roads Safety Policy Officer to attend a meeting.

         Energy Agency Board Committee - update in May - Bill.

         Chris Campbell will look into the forming of a problem solving group later in the year whose objective will be how to tackle the litter problem around Kyle Academy and neighbouring housing estates. Members will be drawn from the local Residents Association, Kyle Academy, FHMCC and SAC.

         Regarding concerns about high hedges in Overmills Estate, the area discussed is not public land. Chris Campbell will meet with the Residents Association to discuss possible solutions.

         Anne will email SAC Cleansing and Parks departments to request the service dates for the bins in Kyle Academy and the Cycle Path.

        Members of the public joined the meeting to discuss ongoing litter problems in the Overmills / Kilnbank area. Anne will read out an email from Eileen Alexander voicing a response from her local group.

        Chris Campbell proposed the formation of a sub-committee to take forward the litter problem around Kyle Academy which would include residents of the local area and representatives from the council, Kyle Academy and FHMCC. Chris will take this forward and provide an update in March.

        Eileen will look into who owns the area where the snack van parks during school lunchtimes.

        The footpaths at Forehill Shops are in disrepair and causing concern to local Residents. All local residents are reminded that any concerns about roads or footpath repairs should in the first instance be brought to the notice of Ayrshire Roads Alliance. This can be reported online at http://www.ayrshireroadsalliance.org/faults/Report-a-fault.aspx or by phone to 0300 123 0900.

        Brian will take aerial views of roads in need of repair and all community councillors are asked to email him with locations details of these roads.

        Local residents voiced concerns at Plant vehicles driving in and out of Ayr cemetery during times when pupils were walking to and from school. South Ayrshire Council contact names and telephone numbers were provided.

        Police Report

 

         There was a general discussion regarding the traffic on the A77 at Holmston with some Committee members voicing concerns regarding traffic speed.

         Local incidents; comparing January 17 with January 16, there were three break ins (up x1) five assaults (down x2 ) five breaches of the piece (down x2). There were also three drug related incidents.

        Ayr Cemetary Update

 

         South Ayrshire Council Head of Neighbourhood Services Mike Newall, and Bereavement Officer Lizzie Linton provided an update and slideshow of phase 1 work now begun at Ayr Cemetery. Phase 2 is planned for 2018. The new area must follow the guidelines of the Scottish Environmental Protection Agency (Sepa) who have determined that the ground is not suitable for tradition earth burials due to the composition of the soil in the area. Planning permission has been granted for underground chambers which can be used in the same way as the tradition earth burial. The vaults will be the first of their kind in a Scottish public cemetery.

        Treasurer's report

 

         Treasurer's report was read out and discussed. The SAC grant account has a balance of £427.59. The raised funds balance stands at £1154.70 (£52.43 of which is in cash) and the funding balance for the AED machine is £1000.00. In total we paid out £95.90 towards the raised funds events, the foodbank and Orchard House.

         Reminder that from 1st April the Post Office will no longer accept cheques.

         Signage on Overmills Road. Cllr John Wallace has spoken with Police Scotland Inspector L´Anson. It was agreed to target Overmills Road for speeding motorists, parking at Forehill Shops and inconsiderate parents parking illegally at Forehill Primary.

         Correspondence to be sent to Stewart Turner, ARA, regarding work not carried out at Forehill Shops.

         Holmston Road / Alternative Cycle Lane - Ambiguous response from Sustrans

         Defib update. Anne will follow up information from Ayr Ambulance Service re obtaining this item at cost price and update at the February meeting.

         FHMCC environmental award to local primary schools and SouthCraig - Bill and Anne progressing.

         FHMCC environmental award to Kyle Academy - Chris provided an update on this early spring project. Anne will place out fliers and info and liaise with Forehill Library and Pharmacy to identify who could benefit from this project.

         Forehill Library upgrade work will commence in the spring.

         Energy Agency Board Nomination request will be followed up by Bill.

         Members of the public at the meeting discussed their concerns about ongoing litter in the Overmills / Kilnbank area. Mr. McGowan agreed he would take the points raised around the table to the local Neighbourhood Committee for discussion.
