South Ayrshire Council with its partners in the public and voluntary sectors, wants to survey attitudes and views on public services and policy issues.

Citizens’ Panels are a way for local people to provide feedback on a range of issues and influence decision makers. The South Ayrshire Citizens’ Panel is called “South Ayrshire 1000” as it is the intention to have 1,000 members on the Panel. ROUND TABLE

· PARKING AND ROAD SAFEY AT OVERMILLS/KYLE ACADEMY - Kevin Braidwood, ARA, Russell Hunter, Police Scotland. Local resident Douglas Paton expressed resident’s concerns regarding parking around the school and suggested a Kyle Academy is contacted to consider a school initiative where Overmills Road is closed for a brief time each day. ARA and Police Scotland advised that due to traffic laws, they are unable to enforce any actions against cars parked in the area. Douglas Paton was asked to email pictures of the problem to Kevin Braidwood. ARA advised that upcoming initiatives regarding road safety around schools would centre on the local Primary Schools in the first instance. ARA have applied for fundraising from the Scottish Government.

FHMCC NOV 22 MINUTES CONT

Overmills Parking – FHMCC suggested an ongoing police presence in the area and asked ARA to consider new road markings. Prior to any changes to the road markings, a public consultation will have to take place and any objections must be considered before this initiative is sent to the panel for a decision. Derek advised that he request a Parking Attendant to visit the area. FHMCC will contact Kyle Academy to inquire if the school has an Active School Plan in place.

· NOTICE BOARDS for the area to be supplied by Thriving Communities - update was from Cllr Cullen. 

· SPEEDING on Castlehill Rd was deferred. Awaiting an update from Cllr McGinley. 

· STAGECOACH petition update – Mary Elliot / Cllr McGinley

· LOCAL NEW BUILD PROPOSALS – ANDREW RUSSELL,  Andrew provided an overview and update on the proposed new residential builds and a retail park along sections of the A77 which border several local Community Council areas. He raised the subject of a dual carriageway on the A77 and suggested that ARA could discuss with the Scottish Government. He also raised concerns about a proposed new roundabout on the local stretch of the A77 and whether this would impact creating a dual carriageway. FHMCC unanimously support ADSLCC in their actions on this matter.

· The report of a raised manhole cover in Dongola Road will be passed on to Scottish Water by ARA.

· A donation to a local youth following their recent major operation was discussed and agreed by the Committee.

· It was agreed that the request from the local University Ayr Campus to advertise their Social Services and Health Care Initiative would be posted on all FHMCC social media sites.

· Waste bins in Glencairn Park are difficult to access due to heavy rains causing some flooding and muddy areas leading to the bins. FHMCC requested paving slabs be laid from the paths to the bins. There is also the need for another waste bin in the park. Cllr Cullen will take this forward.

· Christmas donations to the foodbank were discussed and this will be taken forward by Samantha / Dougie.

· 2023 Fundraising initiative was provided by Samantha.

· FHM CC Steven Mackie wishes to donate Xmas items from his business to local communities. Samantha and Steven will take this forward.

· SAC Link Office, Sandra McMath, discussed her ongoing initiative re the creating of a Youth Club in Forehill Primary School. FHMCC agreed to advertise their next  meeting on our social media sites.

FHMCC would like to offer sincere condolences to Anne for the loss of her sister, June.

 

Traffic, parking and road safety at Overmills was discussed. Police advised that SAC and ARA be contacted to work at tackling this problem. PC Huttner advised the Sgt Cochrane can be contacted regarding any issues. To be discussed further  at a future meeting.

 

The group involved in campaigning to save the Station hotel approached Community Councils asking for their backing with the project. The subject matter was put to the vote and of the 5 Community Councillors present 4 voted no and 1 voted yes. Majority rule was that FHMCC declines to support saving the Station hotel. 

 

Cllr Cullen advised that Thriving Communities will provide notice boards within our neighbourhood provided we maintain them. 

 

The issue of speeding on Castlehill Rd was deferred. Awaiting an update from Cllr McGinley. 

 

Mary will contact Cllr McGinley regarding the recent petition regarding the local bus route. Cllr McGinley has emailed Stagecoach regarding this and requested that FHMCC back this email with input from ourselves- Mary will request his email be forwarded to the Chair and Secretary.

· There was no uptake on ARA gritting partnership.

 

· Questions were raised regarding ongoing work and work to commence at the Citadel. Email invitation to attend the next meeting to be sent to Cllr Kilpatrick regarding this. (Anne)

 

· Cllr Cullen advised that Lottery funding is available to allow purchase of notice boards. Application forms are available for this. Dougie has been in contact with the store regarding a notice board being supplied and fitted. Awaiting update on this.

Note from June 26th 2022 Meeting

A note on the inquorate meeting of Forehill, Holmston and Masonhill Community Council on Tuesday, June 28th, 2022 in Kyle Academy.

Members present were John McGuire, Elsie McDougall, Allison Russel, Dougie Smith, Laura McIlloney, Steven Mackie. A quorum is 7.

Visitors present were, Tom Houston, Neil Andrew, Kathryn McNally from “Under Sky” Councillor Chris Cullen and SAC Link Officer Sandra McMath

Apologies (mainly because of covid): Mary Elliot, Samantha Laidlaw, Anne Miller, Bill White, and Councillor Brian McGinley.

Topics touched upon.

Finances: Balance on SAC funding = £650. Balance from Lottery Funding = £1496. Balance on our own raised funds = £911.91.

Police Report will be shared with all members but a comparative low level of incidents. No actual police attendance.

Notice Boards. Agreed to obtain 3 Boards with the assistance of Cllr Chris Cullen through SAC. Anticipated total cost +/- £1000.

Victoria Bridge incidents. ARA will attend to the access problems and behaviours.

UNDER SKY. Kathryn McNally shared her proposal re her Story led active outdoor play kits and fun days that can be run in our local parks, Glencairn for example. We discussed and agreed that three sessions in one day would be viable. Total cost about £650. This would give three sessions in that day with three grouts of smaller children. The room agreed that this should proceed, and we have the funds. Kathryn will contact Anne Miller and start the ball rolling. No specific day has been agreed but that can be done.

Deferred issues: Christmas tree and lights, FHMCC Constitution. Declaration of Interests, Community Council Survey, 2022/2023 initiatives.

· FHM Committee members will consider any local initiatives within the are which require work/input and any events we may wish to organise this year.

· A copy of the Book of Governance (the Blue book) was given to Community Counsellors. A self assessment is required to be completed and returned by September 2022. The requirement of a Constitution was raised- John will research this and report back.

· An invitation is to be issued to Police Scotland to join us at our meetings.

· Cllr McGinley will be contacted regarding vehicle speeding on Castlehill Road.  FHMCC Vice Chair will follow up traffic issues on Holmston Road coming from Station Road.

· Cllr Cullen will look into SAC funding of a new notice board at Castlehill Woods.

FHMCC 2021 Projects Update

· Castlehill Woods – Concerns were discussed about noise pollution in  the evening in Castlehill woods caused by cars revving engines and playing loud music.  It was discussed that, in the first instance, concerned residents should contact Police Scotland. The  creation of a children’s interactive play area throughout the woods is continuing. This project was delayed due to covid restrictions. Comments were made regarding accessibility to these areas. This will be brought forward to future meetings.   A general discussion around fenced off areas in all children’s playparks was discussed.  Cllr McGinley commented that SAC are looking at pilot areas for this safeguarding are to be chosen. This will be throughout South Ayrshire, not only Ayr East.

· Litter/Environment – To be discussed at future meetings.

· Glencairn Park – Drainage of the park was discussed.  Lighting in the centre path is planned.  Access for wheelchair users and prams was mentioned with comments that the current plans for the park include widening the existing paths to allow for easy access for all.

· Notice Boards. The Treasurer raised the question of who is responsible for the cost, upkeep/replacement of community notice boards. Cllr McGinley agreed to look into this and advise.

· Questions were raised regarding the Citadel Leisure Centre and when it will close. Cllr McGinley advise that closure is currently planned for 2024.

· SAC Link Officer Sandra McMath discussed  the SAC Thriving Communities department and its’ importance in addressing the needs of all areas in South Ayrshire with the aim of encouraging local residents, parents and PTA’s to become more active – in general -  in the community.

· Sandra McMath advised that a copy of the new Community Council ‘blue book’ will be made available for the May meeting.

· Concerns were raised regarding Ayr Town Centre and whether all community councils should be involved in discussions regarding regeneration.

· A local Resident approached members of FHMCC regarding wheelchair access adjacent to his home. Samantha Laidlaw will pass the Resident Cllr McGinley’s email address to allow them to contact him direct.

· Castlehill Woods. Laura McIlloney asked for consideration of installing a vehicle barrier to prevent cars from accessing the woods later in the evening.   Cllr McGinley will advise going forward.

· Concerns were raised about speeding on the stretch of road from the Station at Castlehill Road along to and including Dalmellington Road up to Queen Margaret Academy.  Cllr McGinley mentioned that this stretch of road is monitored on occasion.  It was mentioned that the speed limit on this road should be lowered.  It was also suggested pressure could be made with a petition from local residents.  The SAC Link Officer commented that temporary speed cameras may still be available.  This will be included in the next agenda.

· Planting trees for the jubilee. This project is ongoing and planting of the trees at the two local Academies will be advised.

FHMCC 2021 Projects Update

· Castlehill Woods – Cllr Cullen.  Drainage work on paths has been completed and cut back has begun on undergrowth.  It is proposed to expand the new children’s interactive walk which will incorporate amongst other things, stacked logs/climbing frame, a slide, planting of fruit and nut trees and a wildflower meadow and various other educational and nature related activities.  The walk will be spread over the wood rather than be static.  FHMCC matched funding for this project will be discussed at a future meeting.

· Litter/Environment – Bill White reported that more litter is in evidence in the area including an increase in discarded face masks.  Litter picking by FHMCC will be discussed after the AGM.  The spring bulbs planted throughout the area by FHMCC members are in full bloom now and add some bright spring colour for everyone’s enjoyment.  It was noted that when requests for service have been made to Neighbourhood Services, their response has been swift which is very much appreciated.  The Queens Jubilee tree planting will take place after the Easter holidays.

· Glencairn Park – Cllr Cullen.  Concerns were raised by CC Mary Elliot regarding the wear and tear of the rubber safety matting under some of the equipment. Cllr Cullen will look into this.  It was also noted that dog fouling in the park appears to be on the increase

· FHMCC projects for the forthcoming year will be discussed following our AGM in April

· New Builds – Neil Andrew.  Neil advised that there are no updates at present.  Neil thanked FHMCC very much for all of our help with the Sard group.  FHMCC thank Neil for his past updates and wish his group well going forward.

· Crofthead Caravan Park expansion.  The planning request for this has been submitted to SAC Planning.

· Castlehill Woods Notice Board.  Dougie advised that the board is fit for purpose and it was decided it will remain in situ.  A volunteer is needed to post notices/minutes on the board.

· Community Council Elections.  Elected CC Tom Houston has reluctantly taken the decision to stand down for personal reasons.  FHMCC Chair John McGuire thanked Tom for all his work over the years and wished him well in the future.  Anne will contact SAC to advise.  Bill White has agreed to replace Tom on the Committee.

FHMCC 2021 Projects Update

· All project updates deferred to the March meeting

 

Round Table

· FHMCC warmly welcomed our new SAC link Officer Sandra McMath.  Sandra discussed what local activities are underway, such as the youth club at Forehill PS for P1 – P7 which is planned to open again soon.  

· Guest Laura McIlloney spoke of her plans to start a Neighbourhood Watch in the area concentrating on the Caledonia Road/Forehill PS area to begin with and then expanding to other local areas through time. FHMCC agreed to help raise awareness of this project as it gets underway.

· Cllr Kilpatrick commented that school playgrounds are open for children to use outwith school hours. There was a general discussion about the future needs of our area.

· Sard Group Representative Neil Andrew provided an update on the new builds at Holmston Toll and the concerns of local residents in Masonhill regarding the proposed underpass into their area, the possible widening of the A77 and the proposed expansion of Crofthead Caravan Site.  Neil has offered to keep FHMCC informed on these plans.

· Viability of the notice board at Castlehill Woods was deferred to the March meeting.

· Queens Jubilee.  It was decided that the purchase and planting of two trees to mark the jubilee was adequate.

· Anne will contact Police Scotland to confirm our meeting dates and times remain the same as before lockdown and invite Police Scotland to our meetings when their time allows.

FHMCC 2021 Projects Update

 

· Castlehill Woods.  Due to Covid restrictions, work has been delayed on this project.  Drainage work has begun ahead of laying new paths after which plans for the new Children’s interactive play area will be determined.  Assurances have been offered to local Residents who were concerned at the removal of the play equipment from the woods that the Interactive Walk will be created as soon as possible.

· Litter/Environment.  Deferred till Spring.  This includes the planting of the two Queen’s Jubilee trees at Queen Margaret and Kyle Academies.

· Annual fundraising has been deferred until the Spring of 2022.  

Round Table

· Local Governance Review (CC’s handbook).   The new Blue Book is available in PDF format.  FHMCC is awaiting confirmation from SAC re the new Link Officer.                                           

· The notice board sited on the gates at Castlehill Woods will be inspected by Dougie Smith to determine if it is fit for purpose.

· Glencairn Park.  Cllr Cullen advised that funding has been sourced to install solar lampposts in the centre path.  Planning for path upgrades is underway.

· Neil Andrew of the Sard group updated the room on their progress regarding the proposed new builds at Holmston Old Toll and their plans to re-arrange their meeting with all interested parties.  Neil noted that to date, the Developers have not responded to their requests to meet.  FHMCC Planning Officer, Bill White, mentioned other planning applications in the general area.  There followed a round table discussion on the new builds.  Cllr Cullen commented that, as of todays date, plans for the development at Holmston Old Toll have not yet been submitted to the SAC Planning office. Neil will keep FHMCC up to date on any developments.

· Steven Mackie mentioned that the Youth Group, Room Sixty, which meets in Wallacetown Church, Main Street, Ayr, has restarted following the easing of Covid restrictions.  The group was established 15 years ago with the intention of empowering young people to reach their fullest potential and they offer a range of activities.  They welcome young people from every area of the town.  Find out more on their website at https://www.roomsixty.co.uk/

· Local Resident Lynn McMorrow will attempt a sponsored walk around Glencairn Park on Sunday 20th February at 1pm to raise funds for the Ayrshire Hospice.  FHMCC agreed to donate £50.  You can find out more about Lynn’s story and how to donate at https://www.facebook.com/AHCapitalBuild/posts/151782747287466

· Comm Cllr Tom Houston raised the subject of the new site of Ayr Police Station at Newton House in Green Street Lane, Ayr.  It is planned to refurbish the building to ensure it is fit for purpose and this will include holding cells.   Work is currently on hold.  

· Local Resident Laura McIlloney contacted FHMCC regarding her plans to create a Neighbourhood Watch.  Laura has been invited along to our next meeting to discuss what she has in mind.

· There are no updates for the build of the generator at the River Ayr although it’s believed a test has been run.
